Industry Regulations

The Industry Regulations Division is a vital arm of the Sugar Industry Authority, entrusted with promoting fairness, transparency, and long-term sustainability across Jamaica’s sugar sector. Its mandate is broad and critical — from registering cane farmers, monitoring cane quality through core sampling, administering the cane payment system, and allocating domestic quotas, to overseeing supply flows. The Division also compiles and analyzes essential industry statistics that cover production, sales, exports, and imports. We also manage trade permits and represent Jamaica in the international sugar trade.

Equally pivotal is the Division’s regulatory and enforcement role. By ensuring that all stakeholders (farmers, processors, and traders) adhere to established standards and policies, it preserves the industry’s integrity and bolsters trust among domestic and foreign partners.

To achieve its mission effectively, the Regulations Division works in close coordination with SIA’s research, technical, and policy units. This integrated approach ensures that decisions and enforcement are informed by scientific evidence, technical support, and strategic direction which reinforces Jamaica’s ability to operate a sugar sector that is efficient, globally competitive, and aligned with national development goals.

Our Team

The division is headed by the Technical Officer for Regulations, who is supported by the Technical Officer for Planning, and two Quality Assurance Officers. The team works together in collating data from the factories, auditing factories and commercially sold sugar, interacting with trading partners and processing licenses within the industry.

Furthermore, the department is responsible for collecting weekly samples from the factories for testing at the Central Laboratory, inspecting factories, and arranging collaborative tests between the factories’ core laboratories and the Central Laboratory.
